Ms. Lins is the Director of Development Plus, Inc. Since 1995, the agency has provided training and technical assistance to community and government agencies. Cathy has a background in community organizing, organizational development, fund development, and educational design. She has been a leader in health and family programming, with prior training work and project design for the University of Wisconsin and Minnesota Extension Service (4-H and Youth Development), and the State of Wisconsin's Department of Transportation (Alcohol Division - Youth Alcohol Program Manager).
Her curriculum projects include KDH Research and Communications, Inc. (Attitude Boost, POP-D, and En Familia), National Cyber Security Alliance (Stay Safe Online), Education Northwest (AmeriCorps VISTA), and DEMCO (Past Ports). Her domestic training projects include AmeriCorps VISTA Pre-Service Orientation, Member In-Service Training, and Supervisor Orientation (Corporation for National and Community Service), and multiple trainings for HIV Capacity Building projects, Substance Use Capacity Building projects, and Violence/Mental Health projects with the Centers for Disease Control and Prevention, the Substance Abuse and Mental Health Services Administration, the Health Resources and Services Administration, and the Office of Minority Health. Her international training projects include Peace Corps Orientation and Capacity Building projects for US Agency for International Development in multiple regions around the world.

Cathy is a member of the Lay Dominicans and the part time Director of Development for Light of the World Evangelization Ministries, a national nonprofit in Crystal Lake, IL, that is assisting Catholic parishes across the US and parts of Canada with the formation of missionary disciples.
